would a 1999 honda civic SI with a Greddy turbo kit, blow off valve, catback exhaust with short ram air intake be a close race compared to a subaru WRX 2007 stock turbo with cold air intake, intercooled,and sport tuned exhaust…….who would win this?

It would really depend on how much boost you are running on that Si, and how good your tune is. You could set it up so the Civic would be quicker, but if you cheap out, the WRX will be faster.
This all quarter mile, of course. 0-60, the WRX with a good launch will have it. AWD launches>FWD launches.

This is comparing apples to oranges. 2WD, 4 cylinder, 1.8L, Civic…compared to…AWD, 4 cylinder 2.5L turbo WRX. The WRX will win, hands down.
