a week ago i purchased is300 got it for 8500, has 100k on it, 5 speed manual transmittion. really nice car. Had experience with turbo kit on my honda del sol, so i defenetly want boost on my lexus. May be anyone can give me some advice on wheather to rebuilt the old engine and turbocharge it, or go with a twin turbo supra engine from japan? thanks, oh and with a budget of no more than 4.500

i would definitly say rebuild and supercharge it especially if you can do that yourself and i def think it can be done good for under 4500 dollars if you cant. i wouldnt put a entirely different engine in it lexus are nice and its relativily new but i understand the need for more power. good luck!
i would just turbo the motor in it. there are lots of walk-throughs out there on forums about how to go NA-T. the only thing you would have to do to the motor its self is a thicker head gasket to lower compression. few oths things with ignition and what not, but its pretty straight forward.
Before you do anything, make sure your timing belt is changed and the water pump is replaced because of the high mileage.

The is300 comes with the same block as the 2jz and it will be pretty stout without many further modifications. If i was in your position, i would definitely turbocharge but with a budget of 4500, you probably wouldnt be able to do much. So save up first.
