they say CX-7 uses alot of gas, but how about if your not uses the turbo always, driving at moderate speeds , is it still a good buy?

I want to buy a honda civic pretty soon and all of them that run around here are slow as hell. Im thinking of putting a H22 in it. But was wondering if the H22 would be the quickest. Im going to put a high performance turbo in it and im shooting for 350hp-400hp got a friend with a trans am and I wanna beat him.
