I’m considering buying a Honda civic si b16 with a garret turbo kit! would the turbo do much for the car since its a high compression engine already?

I have a 95 honda civic w a turbo on it. just got a different motor put in it. motor runs fine but i noticed when i got around 3000 rpm the motor would just rev up and not go ne where like the clutch was slipping. i then noticed that it done this when the turbo would start to boost. so everytime my boost gauge gets to 1 lb of boost it will just rev up and not go ne where. when it first does this there is a vibration under the car coming from the trans. so idk if its a turbo prob or a tranny prob. ne ideas?

the wrx has upgraded turbo and exhaust
and a honda hatch with a gsr motor swap

i like both and want to make it fast and fix it. and hopefully be able to beat a 1992 civic hatchback si with a b20 engine. he might put turbo in it though.
