The D15B (VTEC) is one of Honda’s best regarded engines. But you said, you don’t want one, so that’s alright.
As far as a good 1 to use, the B16A is a good one as well. Was used as the engine in the 96-00 SiR.

if you want it to bolt right in no mods or anything you need to get another d series if you are going to go d series then the best you can go is wither the d16 y8 or the d16z6 the y8 has alittle more power then teh z6 but the z6 has low compression so its boost ready. if you dont mind modifying the supports and really anything goes. the options are endless. you can go accord style or prelude and get an h22, h23, f22, f20, i would actually go h22a4 from a prelude or an f20b from teh euro accord SiR. people say the h22a4 is better but is about the same as the f20b and the f20b if tuned right will smoke the tuned h22. ok if your not looking into that much of an engine you can go b18c5 or b18c1 and not boost it and you will be hitting nice times in the civic. you can also go boosted b16a.
if you want to go alittle newer and alot more common now. is get a k20 or k24 and boost the sh1t out of it. alot of people are doing the new frankenstein that is a k24 block with a k20 vtec head but its kinda the same as the k24 head not really seeing to much of a difference for all the work you need to do. but those are some options i would really drop in the k20 and boost the crap out of it. that would be the best option. but naturally aspired (n/a) i would go with the b18c5 or a b18c.
alittle tip anything with a number at the end means its USDM if it doesnt have a number like B18C rather then a b18C1 means its JDM and JDM is always the best way to go with honda.
You could go for a Honda B16A2, or a H22. The B16 engine would be a relatively easy swap as far as labor and parts needed goes. A H22 would be quite a bit more money to do, but does give you a little more power. I believe the 99-00 Civic Si had a B16A2, the produce about 160hp whereas a H22 produces about 200hp. For a 98 Civic i would just swap in a B16A2, and then get some upgraded performance parts, like intake, headers, exhaust, under drive pulleys, etc and maybe get it tuned in the end. It would be the best bang for the buck most likely, and you can find a lot more B series parts out there than you can H22 parts, not only that, B series parts are a lot cheaper than H22 parts.
Save up and turbo that B16 and you’ll have one nice and mean ride.
Get a different car.
Hey, you said anything goes. And the cheapest, and most efficient way for you to increase your power, is to start with a vehicle with a higher power engine in the first place. Instead of spending time, money, and labor on getting your vehicle to the performance of other stock vehicles.
That’s just simple logic.
B16A or B18 Frankenstein with VTEC head. B18C1 from The Integra GSR and B18C5 found in the Integra Type R are both very expensive but perfect if you could get one. The Prelude’s H22 can fit but the car will have horrible handling due to the car being front heavy with such as big engine.
