All depends on the degree of modifications the GTI has compared to the SI. Boost can’t be used as a measurement because if you have to 2.0l engines with the same turbo one with a lot more compression ratio and 6psi of boost. The other with less compression ratio and 9psi of boost the one with less boos will produce more power at the end.
For that reason boost alone can be used, because a very well modified GTI can take any Turbo SI any day.
That can go either way depending on the amount of boost your running and the person driving
